I think the best way to handle this is to talk about sex when the children are curious and ask questions. They do this often, as you mention, when they are toddlers. At that time, it's easy to tell when they have not yet gotten a skewed view of sex, but simply are naturally curious. That way they will know already, when the times comes when they become sexually active themselves. I realise this is an old post but I like to comment anyway.
